Tumwebaze summons KCCA

Kampala.

Minister for Kampala, Frank Tumwebaze has directed KCCA Executive Director Jennifer Musisi to convene a meeting and constitute interim “working groups” to execute oversight function, a responsibility previously conducted by standing committees. Mr Tumwebaze said he was stepping in due to the absence in office of the Lord Mayor, Mr Erias Lukwago, who would have convened a meeting to elect committee members

“The law requires the appointment of standing committees comprised of the elected councilors … but I must add that this should be done through an election during a duly convened Authority meeting, and in the absence of the Lord Mayor this is not possible,” Mr Tumwebaze wrote in his February 27 letter.

Section 16 subsection 3(f) of the KCCA Act, provides that there shall be appointed standing committees whose duties shall among others make reports to the authority.

Makerere University councillor Bernard Luyiga said the directive was long overdue due to a backlog of issues that needed urgent attention among them budgeting process, fate of boda bodas and market policy.
