Statement on Viral video

Our attention has been drawn to a video making rounds on social media, where our officers from the Field Force Unit are seen assaulting a civilian, even after handcuffing him.

We regret that our own officers acted in such an unprofessional manner, outside of their training and the discipline of the Force.

Their actions are outside our mandate as UPF as enshrined in the Constitution of the Republic of Uganda under article 212.

About the incident

This incident happened yesterday 31st May 2022 at Sadam Alkuwait Road Construction Company offices at around 1600 hours.

It is reported that on 31/5/2022 at around 0900/c NO_51426 PC Ogoro Benard, 35 years, a police officer attached to FFP, contacted Ibuje police station for reinforcement to arrest Mumbere Ronald (victim) who was threatening to harm the Administrator one Ceaser Meghila.

According to PC Ogoro, Mumbere were drunk. The CI of Ibuje picked handcuffs and proceeded to the Offices of Sadeem, where Mumbere was found still causing chaos and fighting other people.

The victim wanted a loan of five hundred thousand shillings from the company which was not readily available. It is alleged that the administrators tried to calm him down but he was very violent.

The officers used force to subdue and handcuff him, before taking him to Ibuje police station. However, at 1614/c the HRM and the Transport manager from Sadeem approached the police and requested that they handle the issue administratively.

Action

A disciplinary file has been opened against the two officers who appear in the video. These are; NO_51426 PC Ogoro Benard, and NO_69621 PC Bwambale Mathew both attached to FFP.

The officers have been disarmed and are currently detained at Ibuje police station awaiting transportation to the main station.

We have also recorded statements from witnesses, while the victim will be issued with a PF 3 to be examined.

We have reached out to the victim through the DPC Apac and are ensuring that this matter is attended too and justice realized.

We would like to advise all our personnel to be guided by the professional code of conduct and Standard Operating Procedures so as to respect the rule of law and act professionally at all times.
