Rules Committee to probe Namuganza remarks

The Deputy Speaker of Parliament, Jacob Oulanyah, has directed the Committee on Rules, Privileges and Discipline to investigate Lands State Minister Persis Namuganza’s comments against the Speaker. The Minister was quoted attacking Speaker Rebecca Kadaga in various media.

Oulanyah said that the details of the disagreement between the Speaker and Namuganza were not clearly known and Parliament did not have much to discuss before the Rules Committee carries out investigations.

The two legislators hail from the Busoga sub region.

Ngora County MP, David Abala, raised the matter saying it needed to be investigated.

“We have read from the press various utterances concerning our colleagues; it concerns this institution and is something that is critical for us to understand the dynamics, said Abala.

Oulanyah ordered the Rules Committee to examine the matter since it was difficult to comment or make a ruling as the details remained scanty.

“I think we have all seen and read what the MP has said. It relates to the leader of this institution, said Oulanyah adding that Usually when such matters arise, it requires that the House be briefed and the Committee on Rules should determine where these utterances are coming from.”
