Do pupils need personal computers?

According to Daily Monitor of November 20, the Education ministry announced they are in aanced stages of availing computers to all primary school going pupils. Why not first put in place computer laboratories in schools before dreaming of giving personal computers?

Building suitable classrooms and other buildings should be priority. I wonder if they will be connected to free Internet. Also giving a computer to each pupil is not cost effective better to have computer labs. These pupils do not even have access to text books.

It means schools will need good security, otherwise the hungry and starved teachers and other people may connive with guards and some thugs to empty the computer laboratory.
