Elephant tramples ranger in national park

A Uganda Wildlife Authority (UWA) game ranger has been trampled by an elephant in Nyamusika cliffs, Murchison Falls National Park.

The incident, which is reported to have happened on Monday evening, saw Deo Twinomujuki lose his life.

"He was trampled while fetching firewood in the Nyamusika cliffs," a source, which preferred anonymity, said. The same source intimated that the ranger tried to scare-shoot when the elephant was running after him in vain.

"He tried to scare-shoot while running, but fell on the ground where the matriarch finished him off," the source said. The deceased is said to have spent eight years working as a ranger with UWA.

Wilson Kagoro, the chief warden in Murchison Falls National Park, said he was not in a position to give details, referring this reporter to the official spokesperson.

When contacted on the matter, UWA spokesperson Bashir Hangi said he was engaged in a meeting, but promised to revert with an official statement.

The unfortunate incident comes days after Uganda joined the rest of the World to celebrate Wildlife Day, holding a ceremony in Tororo municipality on Friday last week.

It was during the same function that UWA executive director Sam Mwandha said the number of elephants in Uganda, has risen from 2,000 in 1999 to 8,000 in 2022.

Man abandons children, wants to meet Museveni

Mugarura Bazirio has abandoned his three children at New Vision headquarters in Kampala. He says he will only take them back into his care after meeting with President Yoweri Museveni.

The resident of Ruhama sub-county in Ntungamo district, who is believed to be still in Kampala, on Monday, March 6, abandoned Claire Nimusima, 15; Martin Niwamanya, 13 and Kevin Niwahereza, 11.

The children say their father told them to seek funds from Good Samaritans to aid the acquisition of land where they will reside.

The trio, which came by bus to Kampala on Saturday from Ntungamo, had been living with the grandmother.

According to the children, their grandmother put them on the bus after communicating with their father, who picked them up from the park and later abandoned them at the Vision Group offices.

"On Saturday, our dad picked us up from the park and took us to where he stays. He told us this morning to come here and seek help from well-wishers to buy land where we shall stay," one of the children said.

Whereabouts of mother unknown

The children were reportedly separated from their mother five years ago after she got married to another man and abandoned them with their grandmother.

The trio was abandoned with documents from previous publications indicating Mugarura’s efforts to find President Museveni, which are still futile.

According to the reports, Mugarura has been on the hunt for the President since 2011, when he gifted him with a 20-litre jerrycan of honey, which he (President) at the time directed one of his assistants, Brig. Mbaddi to organise a meeting with him.

Mugarura stated in one of the publications that his efforts to meet the President had been blocked by two army officials and two women since 2011.

By press time, the children had been taken to Jinja Road Police post.

Fort Portal gets city clerk

Fort Portal has, for the first time since its creation in July 2020, received a substantive city clerk.

David Kyasanku, who reported for duty today, March 7, 2023, replaces Richard Ndora, who has been in an acting capacity since November last year.

According to records, a total of six clerks have served in Fort Portal in only two years.

Kyasanku today received instruments of power from Ndora, who has now also taken over as deputy city clerk.

Ndora, in his handover report to his new boss, said the city’s top priority is the completion of its council chambers as well as the acquisition of land titles for all land that belongs to the city.

Ndora also reported to his new boss about the poor funding of the city by the central government.

Kyasanku promised to work towards rejuvenating Fort Portal’s lost glory as the cleanest urban authority in Uganda.

He challenged all heads of departments to work as a team for effective service delivery in the city.

Fort Portal mayor Asaba Edison Ruyonga called on the city clerk to prioritize the local men’s interests since they are the majority taxpayers in the city.

Fort Portal Resident City Commissioner Emmanuel Businge said corruption remains one of the city's biggest challenges.

Police in Jinja city have arrested three men accused of chopping off the right palm of a 15-year-old juvenile during a fight for rice and meat (pilao) at a graduation party.

Kiira region Police spokesperson James Mubi identified the victim as Shafic Sizomu, while those arrested is Yasin Eguma, 22; Ziyadi Akidi, 18; and Norman Kabale, 18.

Mubi says the prime suspect only identified as Majidu, disappeared from the scene of the crime after committing the offence.

Mubi while speaking to New Vision on Tuesday at the regional Police headquarters in Jinja city, said Sizomu, a resident of Kainogoga cell in Mafubira, Jinja northern division, lost his palm while attending a graduation party.

Brewing of trouble

Mubi added that while at the party, Sizomu and his friends lined up at the serving table. However, the three thugs pushed them from the line and forcibly grabbed a saucepan filled with rice and meat (pilao).

“While Sizomu and his friends were leaving the party venue, they were waylaid by the suspects, which sparked off a fistfight between the two parties prompting one of the thugs to draw out a panga from his trousers and chop off Sizomu’s right palm before fleeing,” Mubi said.

He added that Sizomu, who was heavily bleeding, was rescued by fellow partygoers who rushed him to a nearby clinic for treatment.

Mubi said later he was transferred to Jinja Regional Referral Hospital where he is still getting treatment.

Sizomu called for the prosecution of the trio to get justice.

Mubi said the culprits will face two charges of attempted murder and causing grievous body harm.

He urged Mafubira residents to remain calm since the prime suspect, Majidu, who is still at large, is being tracked.

He added that police detectives have so far conducted a search in his rented room in Kainogoga cell where they managed to recover a blood-stained panga hidden under the bed.

Women activists call for protection in digital space

Women's rights activists have raised concerns over the continued cyberbullying of women in the digital space.

In a joint statement by over 20 women's rights activist organizations, they argue that human rights and safety concerns such as cyberbullying, online harassment, and cyberstalking have become commonplace in digital spaces as part of a wider variety of violent behaviors.

The group says this disproportionately affects women and girls.

Some of the organizations include the Forum for Women in Democracy (FOWODE), Uganda Women’s Network (UWONET), the Uganda Association of Women Lawyers (FIDA), the Centre for Women in Governance (CEWIGO), the Association of Uganda Women Medical Doctors (AUWMD), and the Women’s International Peace Centre.

The call came as Uganda prepared to commemorate International Women’s Day on Wednesday (March 8).

This year’s national celebrations will take place at Kaaro Secondary School in Kiruhura district under the theme 'DigitALL: Innovation and Technology for Gender Equality'.

'Legal environment is unfriendly'

The women argue that despite the passing of the Privacy and Data Protection Act to protect the rights of online users, there is still a huge presence of online sex content, pornography, or content objectifying women, and the consumption of such materials further motivates acts of violence against women.

They say this undermines the AfDec principle on gender equality, which requires the creation and promotion of online content that reflects women’s voices, needs, and rights.

This principle urges key stakeholders to ensure that the processes and mechanisms that enable the full, active, and equal participation of women and girls in decision-making about how the internet is shaped and governed are developed and strengthened.

“Beyond online harassment and cyberstalking by non-state actors, Uganda’s legal environment is unfriendly as it provides for surveillance and lawful interception and monitoring of communications in the course of telecommunications, postal, or any other related services or systems,” the joint statement by the activists reads in part.

They note that as long as there is insufficient progress on the structural issues, there will be an undermined ability to achieve Sustainable Development Goal (SDG) 5, whose aim is to achieve gender equality by ending all forms of discrimination, violence, and any harmful practices against women and girls in the public and private spheres, and their full participation and equal opportunities for leadership at all levels of political and economic decision-making.

They also highlight other barriers limiting women to the effective use of information communication and technology (ICT), including some negative cultural norms, unpaid care work, which limits women from fully engaging in the use of ICT, low literacy rates among women, and a lack of adequate skills, among others.

While addressing journalists at Ureka Place in Ntinda on Tuesday, Akina Mama wa Afrika executive director Eunice Musiime said the high cost of the internet is an impediment to access to digital technologies for women and girls in Uganda.

She said the government needs to establish broadband internet that is accessible and affordable to all Ugandans, reduce taxes on technology, innovation, and ICT equipment to make it affordable to average women, invest in skilling women and girls to enhance access and use of technology and ICT, and invest more resources in the Electronic Court Case Management Information System (ECCMIS) to enhance speedy access to justice for women and girls.

Gertrude Lamunu Too-rom, the head of communications at Barefootlaw, said that the ECCMIS helps to automate and track all aspects of a case's life cycle, right from initial filing to disposition and appeal, thereby reducing case backlogs within courts.

The activists further called on the ICT and national guidance ministries and the National Information Technology Authority of Uganda (NITA-U) to populate and expedite the implementation of the date protection policy by passing the required regulations and setting up relevant offices.
