Schools to be issued with land titles

KAMPALA. The government has announcement immediate plans to title all land belonging to educational institutions countrywide following massive encroachment through a racket of school heads and other bureaucrats.Ms Rose Nassali Lukwago, the Education Permanent Secretary, directed district officials to work with head teachers and college principals to submit information on school land so that the government can arrange to survey it and process land titles for them.

The directive follows dubious land deals between some school officials conniving with some government authorities in the line ministries to sell school land to investors.

This has left many schools without space for expansion or forced their relocation. “The ministry is collecting data for purposes of survey and titling of land of all government schools and other public education institutions in all districts,” reads the March 3 letter in part by Ms Lukwago.

The information should indicate the school name, location, status of title, size and type of ownership (mailo, freehold, public) and encumbrances if any.

Mr Yusuf Nsubuga, the director basic of education in the Ministry of Education, said schools should at least have not less than 10 acres of land, promising that the government will meet the expenses on land demarcation and processing of titles.

Under the law, the land is held in public trust through the Uganda Land Commission. However, there have been controversies surrounding acquisition of school land by investors in most of the institutions.
