Kampala. MPs on the Joint Parliamentary Committee of Health and HIVAids currently scrutinising the HIVAids Prevention and Control Bill want government to establish a special HIVAids trust fund to prevent ARV stockouts in the event that donors stop providing funds.
Their call comes at a time when donors are withdrawing funding to Uganda after President Museveni signed the anti-homosexuality law.The budget for the Uganda Aids Commission is mainly funded by donors through foreign aid.
The proposal“The fund should be established under the Ministry of Health to handle testing and treatment of people,” proposed Dr Chris Baryomunsi (Kinkizi East).
The proposal was overwhelmingly supported and endorsed by the committee and they are scheduled to meet the Health and Finance ministry officials next week to discuss the proposal with them.
