Karuhanga is new Court Martial boss


President Museveni has appointed Maj Gen Levi Karuhanga as the new chairperson of the General Court Martial.

Gen Karuhanga, who is the commander of the UPDF Reserve Forces, is slated to take over from Brig Moses Ddiba Ssentongo, whose term expired early this month.

Brig Sentongo who is also the chairperson of Wazalendo, a saving scheme for soldiers, replaced Brig Fred Tolit who has been deployed in Ethiopia.

Gen Karuhanga was also the first UPDF commander of the peace mission in Somalia. He also formerly worked as the army’s 1st Division commander. Other members on the new panel include Lt Col Smith Ochieng, Maj Dan Kamugira, Maj David Kidega, Maj Jane Mukasa, among others.

President Museveni also appointed Lt Col Gideon Katinda from the Chief of Military Intelligence to the position of Judge Aocate, replacing Maj Raphael Mugisha, who has been recalled back to the chieftaincy of legal services pending re-deployment.

Maj Henry Obbo, the army deputy spokesperson, yesterday confirmed Gen Karuhanga’s appointment, saying the development is part of the routine to insure delivery of military justice.

Challenges aheadHe added the team would undergo induction to prepare for work. Gen Karuhanga faces a challenge of disposing off a backlog of cases, especially those involving soldiers who were accusing of committing several offences in Somalia.

The key cases currently before the court are that of former Amisom commander Michael Ondoga and that of former Internal Security Organisation spy master Herbert Muramagi.

Maj Muramagi is being investigated over allegations of unethical and unprofessional conduct.

Other cases involve charges of alleged attacks on Mbuya and Kabamba Barracks. Others involve alleged treachery involving six soldiers, among them two junior officers of the elite Special Forces Command and four who worked in the Office of the Coordinator of Intelligence Services headed by run-away Gen David Sejusa.

The trial of the cases at the Makindye based military court had been delayed following expiry of the instrument.
