Former UBC engineer collapses in court upon conviction


Court proceedings on Monday were paralysed for over an hour after former UBC engineer Godfrey Luggya collapsed during the reading of the judgment in which he was convicted of fraud.
Drama ensued when Justice Lawrence Gidudu of the Kololo Based Anti-Corruption Court was reading the judgment against Mr Luggya and his co-accused Harrison Busingye Magezi, a former manager of Kings Broadcasting Service.
Eng Luggya and Mr Magezi were accused of abuse of office, causing financial loss, conspiracy to defraud and theft.

The duo was first charged jointly with former Information and National Guidance minister, Ms Kabakumba Matsiko, late in 2011 over UBC transmitter that was recovered from her Masindi-based local radio station, Kings Broadcasting Service (KBS).
Ms Kabakumba was however cleared of any wrong doing. The Directorate of Public Prosecutions (DPP) aised the national broadcaster (UBC) to institute civil proceedings against Ms Kabakumba and the management of her radio station.
Justice Gidudu had held that prosecution had proved its case beyond reasonable doubt in Ms Kabakumba’s case.

However, Justice Gidudu first cancelled bail application of Mr Luggya and Mr Magezi before ordering for their remand.
But the two convicts, who earlier denied the charges, had eventually been granted cash bail of Shs2 million each.
In December 2011, Ms Kabakumba quit her ministerial post over the scandal in which she was accused of using a transmitter and other broadcasting equipment belonging to UBC, the public broadcaster, without paying for them.
