2 doctors suspended by medical council

The Uganda Medical and Dental Practitioners Council, the umbrella organisation for all doctors in Uganda, yesterday suspended two of its members over professional misconduct. The two – Dr Joseph Isanga, formerly a medical officer at Kawolo Hospital and Dr Kepher Bacwa, also medical superintendent at Kaabong Hospital – have had their practising licences cancelled and their certificates recalled.

Addressing journalists in Kampala yesterday, Dr Joel Okullo, the chairperson of the council, said they reached the decision after thorough investigations in the case of Dr Bacwa dating back to 2011.According to the council, Dr Bacwa wrongly operated on Joseph Manisa who had been admitted to Kawolo hospital for a hernia operation on July 25, 2011.

After the operation, Manisa’s stomach reportedly became distended and he was in bad condition but Dr Bacwa was not available to review him. On July 16, 2011, the patient asked to be referred to another hospital but the request was denied on grounds that it could only be done with Dr Bacwa’s signature yet he was not available.

The patient died at Nakasero Hospital two weeks later. After investigations, the council concluded that Dr Bacwa made a mistake in the course of the operation and also neglected the patient.

On the other hand, the council decided that Dr Joseph Isanga’s name be removed from the medical register after he was convicted by the Anti-Corruption Court on three counts of embezzlement and subsequently sentenced to five years in prison.
